Executive Order No. ______, 2010

“CREATING THE PIGCAWAYAN BAMBOO INDUSTRY DEVELOPMENT COUNCIL, AND TO PROMOTE THE BAMBOO INDUSTRY DEVELOPMENT PROJECT AND DIRECTING THE USE OF BAMBOO FOR AT LEAST TWENTY FIVE (25%) PERCENT OF THE DESK AND OTHER FURNITURE REQUIREMENTS OF PUBLIC ELEMENTARY AND SECONDARY SCHOOLS AND PRIORITIZING THE USE OF BAMBOO IN FURNITURE, FIXTURES AND OTHER CONSTRUCTION REQUIREMENTS OF GOVERNMENT FACILITIES AND PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES”

WHEREAS, in compliance with the pertinent laws and national commitment to mitigate Climate Change Issue, Poverty Alleviation Program and Disaster Risk Management and in the pursuit of serving the public effectively, efficiently, sincerely in addressing the general welfare of the people and environment, congruent to the historic origin of the name of the town itself and the obvious presence of the bamboo plants strewn all over the barangays and sitios of Pigcawayan, and the palpable wood shortage in the future which only bamboo can replace its strength and tenacity, there is a need to create Pigcawayan Bamboo Industry Development Council under the Office of the Municipal Mayor.

NOW THEREFORE, I, ROBERTO S. BLASÉ, by virtue of the power vested in me by law, do hereby order;

Section 1. BAMBOO INDUSTRY DEVELOPMENT COUNCIL - Creation of Pigcawayan Bamboo Industry Development Council which shall be headed by the Office of the Municipal Mayor with the following council members;

1.    DA - Agricultural Technologist

2.    MENRO - Environment Officer

3.    Office of the Municipal Mayor/Administrator-Technical Assistant

4.    Department of Trade and Industry

5.    Municipal Tourism Officer

6.    Municipal Planning and Development Officer

7.    Department of Education

8.    League of Municipal Councilor President

9.    ABC President

10. NGO and Private Industry Organization

Section 2. The council shall be in-charge of the project identification, program directions and prioritize and recommend initial strategic interventions of the council.

Section 3. As a fledgling council organization, the council shall work closely with the Technical Working Group from DTI, DA and Private Organization.

Section 4. Allocating fund for the operation of the council giving priority to the real time Inventory/Survey of the present volume of supply of Bamboo clumps/hectares scattered all over the forty (40) barangays of Pigcawayan Municipality. Basic trainings for the bamboo farmers and those who are engaged in bamboo crafts and furniture production, predominantly for training of Engineered Bamboo for supplying the desks and armchairs of the elementary and high school of Pigcawayan Municipality Schools and neighboring municipalities and construction materials for government buildings, and other related activities on the advantage and welfare of the development of the bamboo industry.

Section 5. The council shall identify and coordinate with the Municipal Environment and Natural Resources Office, Municipal Tourism Office and Municipal Planning and Development Office to establish a 3 hectares Bambusetum, an eco-tourism where various species that could thrive in the area, to be an eco-tourism destination, and educational center for the bamboo propagation, specie preservation and center for bamboo research and development.

Section 6: The Department of Agriculture, Municipal Environment and Natural Resources Office, Municipal Disaster Coordinating Council shall identify the area which are “brown lands’, idle lands, fallowed farms with less agricultural activities, landslide and flood prone areas and prioritize riverbanks and contributories for bamboo plantation and soil stabilization purposes, and prioritize to those areas which are identified as Forest Reservation and conservation areas and Community Based Forest Management(CBFM) to be planted by bamboo.

Section 7: The Municipal Environment and Natural Resources Office shall facilitate in establishing a Bamboo Nursery or instituting an accredited bamboo nursery, giving precedence to the current market demand on specie of Dendhrocalamus Asper or commonly called as Giant Bamboo or Apos and other bamboo species endemic to the area. Likewise, the Department of Agriculture in cooperation with the DSWD and shall develop initiatives in the commercialized bamboo shoots production, food preparation and livelihood projects giving priority to persons with disability, infirm elderly and women for livelihood and income generation.

Section 8: EXECUTIVE COMMITTEE - The council shall then identify the Executive Committee members being headed by the Office of the Municipal Mayor that would plan, identify, direct and formulate policy directions of the council.

Section 9: SECRETARIAT - The Department of Trade and Industry shall be the head of the Secretariat and identify its secretariat members.

Section 10: This Executive Order No,___, 2010 shall take effect November  1, 2010.

Section 11. Any order contrary to the foregoing are hereby automatically repealed.
